Let area of each plate be A and spacing between then be d.
Then capacitance of parallel plate capacitor, C=ϵ0Ad=2.5μF

When it is half filled with dielectric, capacitance of capacitor filled with air, C1=ϵ0(A/2)d

capacitance of capacitor filled with medium of dielectric constant k is C2=kϵ0(A/2)d
Since C1 and C2 are in parallel, equivalent capacitance will be, C=C1+C2=5μF

ϵ0A2d+kϵ02d=5

2.52+k×2.52=5

1+k=4

k=3
