During the hydrolysis, the lone pair electrons on water attacks the metal chlorides, so the central atom should have d-orbital for the reaction to takes place.
CCl4 doesn't undergo hydrolysis because of the absence of vacant d-orbitals. But in SiCl4 silicon has vacant d-orbitals which can be used for hydrolysis.
Similary SnCl4, PbCl4 can undergo hydrolysis due to presence of d-obrital.

Hence, option (d) is correct.
