Let the radius of a circle be $r$ cm.

As per the question, $2\pi r=2r+16.8$

$\Rightarrow 2\times \frac{22}{7}\times r=2r+16.8$

$\Rightarrow 44r=14r+117.6$

$\Rightarrow 30r=117.6$

$\Rightarrow r=3.92cm$

Now the circumference is $2\pi r=2\times \frac{22}{7}\times 3.92=24.64cm$
