$\Rightarrow 2\times \frac{22}{7}\times r=132$

$\Rightarrow r=\frac{132\times 7}{44}$

$\therefore r=21cm$

Volume of the vessel $=$ Volume of the cylinder

$=\pi (r{)}^{2}h$

$=\frac{22}{7}\times 21\times 21\times 25$

$=34650c{m}^3$

$=34650\times \frac{1}{1000}l$ [$\because 1000c{m}^3=1l,1c{m}^3=\frac{1}{1000}l$]
