The maximum static friction on upper and lower block is f1max=μsm1g=0.6×2×10=12N
The maximum static friction between ground and lower block is f2max=μs(m1+m2)g=0.6(2+2)10=24N
We assume that both blocks move together with acceleration a to the right
so, (m1+m2)a=Tμk(m1+m2)g
or 4a=T0.4(2+2)10 or a=T164
for upper block, f1=2a=T162
For just sliding, f1=f1max or T162=12
or T16=24T=40N
