Acetic acid Ka=1.7×105, logKa=4.76 therefore pKa=9.76 and pKa of Phenylacetic acid is 4.28 and 3oxopropanoic acid is 3.6. So, according to pKa value 3oxopropanoic acid is strong acid than phenylacetic acid and acetic acid. Phenylacetic acid is more acid than acetic acid. pKa is used which is defined as negative logarithm of Ka(logKa). Also lower value of pKa of a acid, stronger it's acidity.
