Structure (a) and (c) have more number of covalent bonds as compared to structure (b), so they are more stable than (b).
Comparing structure (a) and (c) , we see that in structure (c), positive charge is on more electropositive atom (nitrogen) as compared to structure (a), where positive charge is on more electronegative element (oxygen)
