$\Rightarrow 2\times y=2.2$

$\Rightarrow y=1.1$

Cost of pretzel is $y=1.1$

Substiting the cost of pretzel in above, we get

$2x+3\times 1.1=4.6$

$\Rightarrow x=\frac{4.6-3.3}{2}$

$\Rightarrow x=0.66$

Cost of soda is $x=0.65$

So the cost of 2 sodas is $2\times x=2\times 0.65=$ 1.3$
