Let the radius of the circle be $r$.

Area of the circle is $\pi r^2$
Thus,
$\pi r^2\times 2=33957$

$=>r^2=\frac{33957\times 7}{2\times 22}$

$=>r^2=5402.25$

$=>r=73.5$ m

If the rate is Rs. $2.75$, then the cost $=2\pi r\times 2.75$
$=2\times \frac{22}{7}\times 73.5\times 2.75$
$=Rs.1270.5$
