The correct option is E 9 : 4

Let c is the cost of pure milk, then
Cost of Mixture,
$\Rightarrow x+25$

$\Rightarrow x+\frac{25x}{100}=15$
$\Rightarrow 100x+25x=15\times 100$
$\Rightarrow 125x=15\times 100$
$x=\frac{15}{125}\times 100=Rs.12$
So, Milk is of Rs.12 sold at Rs. 15
Part of milk buyer gets in 12,
In Rs. 16 = 1 liter milk
So, in $12=\frac{12}{16}=\frac{3}{4}$ part milk he gets and $\frac{1}{3}$ part water .
$\therefore$ ratio of milk: water=$\frac{3}{4}:\frac{1}{3}=9:4$
