The correct option is C S2 and S4
Electric flux is given by
ϕ=E.A=EA cosθ
ϕ will be 0 when E and A are perpendicular.
The direction of area will be the direction perpendicular to the plane of area.

For surfaces S2 and S4 area vector A will be along z - axis.

Since E is in xy plane, for surfaces S2 and S4 area vector A will be perpendicular to the electric field

ϕ for S2 and S4 will be zero.

So option (c) is correct.
