Centre line velocity i.e.,maximum velocity,
Umax=1.5m/s
also
Umax = 2 times average velocity for laminar flow through pipe

Umax=2¯u

1.5=2¯u
or
¯u=1.52m/s

Discharge Q = Cross-sectional area of pipe × Average velocity

=π4d2ׯu=π4×(0.04)2×1.52

=π4×4100×4100×1.52

=3π10000m2/s
