Normal force acting is always constant for a car so maximum friction (μ.N) is always constant because μ is constant and N is also constant. When a body takes turn some force is required to decrease velocity in initial direction and some is required to produce velocity in new direction. But if a body stop sharply then all the force is utilized to decrease the velocity in initial direction. So in first case frictional force is distributed but in second all force is used to stop the car. So one should apply breaks to be safe against a collision with the wall.
