Steel is solid.on applying force or pressure on it, its shape and volume changes. During a building designing, we should know its elastic properties like its young modulus etc. By knowing this we can calculate that how much stress should be applied so that the building might not collapse.

Also from Hook's law,$stress\propto strain$

i.e. knowing its elastic properties we can calculate or rather we have some information regarding its calculation, elastic limit etc.
