when the elevator is descending a psuedo force will be acting on it in the upward direction

$a=2\frac{m}{s^2}downwards$

$g_e=(g-a)=10-2=8\frac{m}{s^2}$

$F^{\prime }=8\times m=8\times 0.5=4N$
