The correct option is B $- \frac{a}{2 b}$
Given that,
$E = a t + b t^{2}$
at neutral temperature,
$\frac{d E}{d t} = 0$
so $\frac{d}{d t} [a t + b t^{2}] = a + 2 b t_{n} = 0$
$\Rightarrow t_{n} = - \frac{a}{2 b}$ Hence correct option is D
