Given equation is

3x5y=15+3x

5y=15

y=15/5

y=3

This represents a line parallel to X-axis cutting Y-axis at (0,-3)

So, the number of solutions are infinite.

Also, when you compare it with ax+by+c=0 a=0,b=1,c=3

and we know that the linear equation in two variable has infinte number of solutions.
