Given line $y=9$

Equation of line perpendicular to $y=9$ is

$x=\lambda$---(1)

Above equation passing through $(-1,0)$

$-1=\lambda$

From eq (1)

$x=-1$

On comparing above eq with $x=a$ we get

$a=-1$

$a+2=-1+2=1$
