The correct option is D $- 4$
If the equation $2 x + 7 = 3$ and $b x - 10 = - 2$ have same solution for $x$

Then $2 x + 7 = 3$

$\Rightarrow 2 x = - 4$

$\Rightarrow x = - 2$ *(1)

and $b x - 10 = - 2$

$\Rightarrow b \times - 2 - 10 = - 2$ from (1)

$\Rightarrow - 2 b = 8$ $\Rightarrow b = - 4$
