The favorable conditions for the hydration of alkenes are
high water concentration and low temperature
Hydration of alkenes to form alcohols and dehydration of alcohols to form alkenes are reversible.
Low H2O concentration and high temperature favour alkene formation because the volatile alkene distills out of the reaction mixture and shifts the equilibrium toward alkene. On the other hand, hydration of alkenes occurs at low temperature and with dil. acid which provides a high concentration of H2O as reactant.
