Solution

The sex chromosomes in males are X and Y whereas females have two X chromosomes. A baby receives one sex chromosome from the father and the other sex chromosome from the mother. Since, mother has two X chromosomes, so the baby will receive only X chromosome from the mother but the father has X and Y chromosomes so the baby could receive either X chromosome or Y chromosome from the father.
Hence, it's the father who decides the sex of the baby.
