Sentence S1 is mentioning about reducing imports and increasing exports. By doing this, the foreign exchange reserves in the country will increase. So, the first sentence following S1 should be P. Sentence N should follow sentence O as O introduces the 'hoarded gold' and N begins with "But people are reluctant to part with it".
