The correct option is C 4
As there is a large IE difference between IE4 & IE5 i.e. IE5 value is extremely high comparatively. It is difficult to remove 5th electron from atom. So, it must have been in the penultimate shell. As a result, it has 4 valence electrons in the outermost shell. After the removal of 4 electrons the element attains noble gas configuration.
