Say: Let's read the table and identify the shelf that has the most books, and find how many books are kept on all the shelves in total.

Steps:
- We know that - So, the number of books kept on the shelves:
- Shelf 1 = 12
- Shelf 2 = 9
- Shelf 3 = 6
- The number of books used to represent Shelf 1 is the most.
- Just by observing the picture table, we can see that out of all three, the row for Shelf 1 has the most number of books. Hence, Shelf 1 will be the correct answer.
- Now, to find the total number of books kept on all three shelves, we will add the number of books kept on each shelf.
- So, 12 + 9 + 6 = 27
- Therefore, 27 books were kept on all three shelves.
- Hence, option B is the answer
