To draw the bar graph we will take the name of students along the X-axis and the number of stamps along the X-axis. To plot the number of stamps along the Y-axis, we will choose the scale as ten small divisions equal to $20$stamps. By plotting all the values we will get the required bar graph which is shown below.

From the above graph, the height of the $\mathrm{C}$ bar is the highest among all students, So the $\mathrm{C}$ student has the most stamps.
