Force of friction acts between the two surfaces in contact and so the roughness and smoothness of the surface affect the strength of the frictional force acting.
When the two surfaces are wet then water acts as the lubricant between the surface and so it increases the smoothness of the surface and so the frictional force becomes less between the wet surfaces.
Hence, The force of friction is less on wet surfaces.
