Fundamental frequency of closed pipe v4L=220Hz ----(1)

When 1/4th of pipe is filled with water, length of the pipe decreases to 34th of length .

So, 1st overtone f=3νc=3v4(3L4)=vL

So, from (1):

1st overtone frequency vL=4ν4L=4×220Hz=880Hz
