Charges accumulate on clouds because of the friction between them. When clouds move past one another, positive charges get accumulated on the upper clouds, while negative charges accumulate on the lower clouds. As a result of the induction of the negative charges on the lower clouds, the nearby ground becomes positively charged. Therefore, the natures of the charges accumulated on I, II, and III are positive, negative and positive respectively.
