We know that, by Snell's law,

[when first medium is air]
Also, speed of light in any medium,
v=cμ
We know that the speed of light cannot be greater than c.
Thus, v=cμc

For curve I,
Slope, m=μ=tan30=13<1
For curve II,
m=μ=tan45=1
For curve III,
m=μ=tan60=3>1
