Partial double bond character makes it unreactive. In chlorobenzene, the lone pair of chlorine atom is in conjugation with benzene ring and hence chlorine atom takes part in resonance and does not show removal of chlorine ion readily therefore it does not give white ppt with alcoholic AgNO3.

Benzylic halogen is most reactive due to formed carbocation is stabilized by conjugation, the Ag+ ion react with the chlorine ions to form a white ppt of AgNO3.

(C) Allylic halogen is most reactive due to formed carbocation is stabilized by conjugation.So, it gives the ppt. easily.

(D) Due to stable 3° carbocation formation, tert-butyl chloride given the ppt. immediately.
