Water when present as liquid has intermolecular hydrogen bonding with 3-4 other molecules whereas in ice, the molecules arrange themselves in a cage like structure by hydrogen bonding hence density of ice becomes less than water as in ice due to cage like structure the volume increases and hence density decreases.
