Any compound which releases a hydroxyl ion is known as a base.
However, a base can be soluble or insoluble in water. The soluble base is known as an Alkali eg.NaOH, KOH (they contain alkali metal).
Thus considering the above points we can conclude that, all alkalis are bases but all bases are not alkalis and bases are compounds that release hydroxyl ion.
Therefore, the correct answer is both option (B) and option (D).
