The ideal gas law is based on the assumption that the gas molecules have no interaction among themselves.

At high temperature and low pressure, this holds true as the molecules are far away from each other.

But at low temperature and high pressure, the molecules come close to each other and thus, interact with each other. This leads to deviation of the gas from the ideal behaviour and the ideal gas law no longer holds true.
