In August 1858, the British parliament passed the Government of India of act 1858 that set an end to the rule of the company. The control of the British government in India was transferred to the British crown. Extensive powers were given to the Secretary of State for Indian Affairs and the Indian Council consisted of 15 members. There was a provision of creation of an Indian Civil Service under the control of the Secretary of State with the provision for Indians also to be admitted to the service.
