The accouting council while preparing the Indian partnership act exempted Jammu & Kashmir region from rules taat have to be applied in whole India. This is because J&K region earlier was considered as the part of India as well as Pakistan. Thus, Indian partnership act cannot be applied to a region outside India, that is , Pakistan.
