We know, relation between internal resistance and potential difference is given by,

V=ERR+r

R+r=ERV
Internal resistance
r=(EV1)R

Here V is potential across the cell and
E is emf of the cell.
Given, R=4 Ω

emf, E=2 V

0.2=(2V1)×4V=1.9 V
