In the given compound carbon atoms at 1 & 6 from the bridge-head.

The numbering proceeds in the bridge containing the larger number of carbon atoms, hence

and proceeds to include the carbon atoms in the other bridge

There are a total of 9 carbon atoms not counting the substituents. There is a methyl((CH3)) group

attached to the carbon atom 8. Between 1 and 6, there are no carbon atoms. Hence the IUPAC name is
