Leaf blade is made up of chlorenchymatous cells (parenchyma cells and chloroplast) while veins contain sclerenchymatous cell because leaf blade is mainly involved in photosynthesis due to the presence of chlorophyll and also involved in exchange of gases. They provide structural support and flexibility to leaf. But veins are involved in transport of water and food therefore they are structurally protected by sclerenchymatous cells. Their secondary walls are lignified and main function is to provide structural support so that there is no damage to veins.
