No, an electroscope with plastic leaves will not work. In an electroscope, the charged particles are induced or conducted to the metallic conductor at the surface. These charge particles then flow into the foils.
If the leaves of an electroscope are made up of thin leaves of plastic, charge particles will not flow into these as plastic is an insulator.
Hence, leaves of an electroscope made up of plastic will not work.
