= 4x * 3x = 12x^2 = 3072 (given) so x^2 = 3072/12 = 256 or x = 16. It means length = 4x = 64 m and breadth = 3x = 48 m.
The fencing will be around the perimeter of the field = 2length + 2 breadth = 2*64+2*48 =128+96 = 224 m
Fencing cost is Rs 4 per meter. So for fencing 224 meters it will cost 224*4 = Rs 896.
