Let, E1 and E2 be the emf's of two cells, l1 and l2 be the balancing lengths obtained for two cells respectively.
Given that,

E1E2=0.4V
and
l1l2=60cm=0.6m
Now, the potential is the fall of potential per unit length of potentiometer wire,
hence
k=E1E2l1l2
k=0.40.6
k=0.67Vm1
