According to Snell's law,
Refractive index of second medium with respect to the first medium = $n_{21} = \frac{S p e e d l i g h t i n m e d i u m 1}{S p e e d l i g h t i n m e d i u m 2}$
$n_{21} = \frac{v_{1}}{v_{2}}$
$\Rightarrow n_{21} = \frac{1.5 \times 10^{8}}{0. 75 \times 10^{8}} = 2$ .
Thus the refractive index of the second medium with respect to the first medium is 2.
