Given the equation of the lines are 2x+3y=5....(1) and 4x+6y=10......(2).
Now, the second equation can be written as
4x+6y=10
or, 2x+3y=5 [ Taking 2 common from the both sides]
So equation (2) and (1) are the same equations.
So they cann't be perpendicular.
