Given 64% of total 12th students is 4000
If total 12th students count is X
$64\%\times X$= 4000
$X=\frac{4000}{64\%}$
$\text{No of students who failed 12th}=\frac{4000\times 36\%}{64\%}=2250$
$\text{Given 4000 is}31\frac{11}{19}\%\text{of students who passed in 10th}\text{Ie}=\frac{600}{19}\%=\frac{6}{19}\text{Students who passed 10th}=\frac{4000}{1+\frac{6}{19}}=\frac{4000\times 19}{25}$
