In $Δ O M E a n d Δ O N E$ ,
OM = ON [Radius of the circle]
OE = OE [Common side]
ME = EN [Tangents are equal]
So, by S.S.S criterion,
$Δ O M E ≅ Δ O N E$

Hence OE bisects $∠ M E N$ .
