The second discount is $10\%$.
So, the second discount amount$=10\%$ of $12000$
$=\frac{10}{100}\times 12000$
$=10\times 120$
$=Rs.1200$
Thus, the price of washing machine after second discount $=12000-1200=Rs.10,800$
