Let the length and radius of the wire be l and R respectively.
Weight of the wire W=Mg=ρ(πR2l)g (downward)
Upward force on wire due to surface tension F=T(2l)
(Here a factor of 2 comes because the surface tension acts on both sides of wire)
At equilibrium, 2lT=ρπR2lg
2T=ρπR2g
OR 2×44=1.4×227R2×980 R=17 cm
