Let the observations be a1,a2,...,a10
Given that, mean of the observations is 5

Therefore, 5=a1+a2+...a1010

a1+a2+...a10=50 -----(1)

Given that, 2 is added to each observation and multiplied by 3

Therefore, new mean=(a1+2)3+(a2+2)3+...(a10+2)310

new mean=(a1+a2+...+a10)3+(10×2)310

new mean=(50)3+(20)310

new mean=21010=21
