Let other two observations are a and b
1+3+8+a+b=25
a+b=13 (1)
variance σ2=x2in(xin)2
9.20=12+32+82+a2+b2552
a2+b2=97
(a+b)22ab=97
1692ab=97
ab=36 (2)
From eqn (1) and (2), we get
36a+a=13a213a+36=0
a=9, 4b=4, 9
Hence, ratio =9:4 or 4:9
