The observations are;

There are 9 observations.
That is, their median value is the 5th one.
ie;
x+4=24
x=24-4
x=20

Now the observations become;
11,12,14,18,24,29,32,38,47

mean = sum of values/ number of values
= (11+12+14+18+24+29+32+38+47)/9
=25
